Impact Evaluations

Significant funding from dedicated tobacco taxes, administered using a new funding mechanism, can be expected to attract a high level of interest and scrutiny from government, media, and the community. A systematic evaluation programme needs to be designed to measure whether or not the health promotion fund is achieving its legislative and strategic objectives, and to identify areas for improvement.

External versus Internal Evaluation

One of the issues to be addressed is who should conduct the evaluation of the organization and its programmes: an external group, the organization itself or a combination of the two?

Evaluation Framework 

A comprehensive evaluation framework focuses on three major areas (funding agency assesment, project(s) assessment, and population evaluation), with various strands contributing to the total evaluation picture.
